A Case Study of Hyper¡©Compressed Social Welfare System Development in Mongolia: Focused on Political and Economic Condition under Transitional Economy

Abstract
The purpose of this study is to examine the development process of social welfare system in Mongolia which is rapidly transforming from a state with socialism into a welfare state with market economy, a transitional economy system. The periods of social welfare system development in Mongolia are classified into Emerging period, Taking off period, and Developing period. Each period is investigated in relation to political and economic situations. The major findings were as follows; First, despite several obstacles, development process of social welfare system in Mongolia might be looking relatively less hard. Second, economic growth, such as revenue from mineral resources, promoted the quantitative expansion of welfare. Third, there were several attempts to expand social service sector. However, the proportion of cash benefits are still significantly dominant. Based on the findings, what type of welfare state for Mongolia is ideal for future has been discussed. Mongolian experience for welfare system development will provide good reference for those states who are under similar transitional economy system.
